Bait scent, and what is actually known

That fish detect dissolved chemicals at extraordinarily low concentrations is well established. That any particular bottled attractant improves catches is not, and the distance between those two statements is where the entire flavouring industry sits.
WHAT IS SECURELY ESTABLISHED. Fish have two chemical senses. OLFACTION detects dissolved substances at very low concentrations through the nares, and in some species — salmonids and eels notably — the sensitivity and discrimination are remarkable. GUSTATION, taste, operates on contact, and in many bottom-feeding fish taste buds are distributed over the body and barbels rather than confined to the mouth, so a fish can taste an item before taking it in.
The consequences of that are real and useful. Amino acids and related compounds released by natural food are detectable and are used to locate it. A bait that leaks food-derived chemicals into the water is doing something a fish is equipped to notice. Scent travels with current, so it works at ranges vision cannot, and it works in the dark and in coloured water. A fish that tastes a bait before committing explains why a bait that feels or tastes wrong is rejected in a way an angler never sees.
WHAT IS MUCH LESS ESTABLISHED. Whether an added flavour, oil or commercial attractant improves catches over the same bait without it. The honest position is that controlled, blinded, independent field testing of angling attractants is scarce; that the results which exist are mixed and frequently species- and context-specific; and that the mechanism by which any given commercial product is supposed to work is usually not stated in testable terms.
WHAT IS ACTIVELY MISLEADING. The framing of attractants as things fish cannot resist. Detecting a chemical is not the same as being compelled by it. Fish also detect and avoid chemicals — alarm substances released by damaged conspecifics are a well-documented case — so a chemical sense is a discrimination system rather than a lure.
WHERE PRACTITIONER CONFIDENCE IS STRONGEST AND MOST DEFENSIBLE, it is not about bottles. It is about the scent that comes from the bait itself: fresh bait outfishing stale bait, a bait that has been allowed to leak into the water outfishing one just cast in, oily fish baits working in cold water. Those observations are widespread across independent traditions and they concern the bait's own chemistry.
AND ONE THING THAT IS WORTH MORE ATTENTION THAN ANY ATTRACTANT: contamination. Sunscreen, insect repellent, petrol, tobacco and detergent on the hands transfer to bait and terminal tackle. Whether that repels fish is not settled either, but the asymmetry is favourable — washing your hands costs nothing.
FISHINGHQ DOES NOT RANK ATTRACTANTS. Not because the question is uninteresting, but because a ranking would be an assertion the evidence does not support and would be indistinguishable on the page from one that does.
Why fish chemoreception is not the same as being attracted
The chemical senses in fish are detection and discrimination systems, and both halves matter. A fish that can detect an amino acid at very low concentration can also detect the substances that tell it to leave.
The clearest documented case is the alarm response: damaged skin in several fish families releases substances that produce avoidance in conspecifics that detect them. Whatever the ecological detail, the direction is the point — a highly sensitive chemical sense is at least as useful for avoiding things as for approaching them.
This is why 'fish can smell it in one part per billion' is not an argument that an attractant works. It establishes that a fish will detect what is in the water. It says nothing about what the fish will then do, and the second question is the one an angler is actually asking.
