Do fish remember

The three-second memory is folklore. Fish learn, retain what they learn for long periods, and adjust their behaviour to fishing pressure specifically — which is measurable and has direct consequences for anybody fishing hard-fished water.
THE CLAIM THAT FISH HAVE A THREE-SECOND MEMORY HAS NO BASIS AND IS CONTRADICTED BY A LARGE BODY OF WORK. Where it came from is unclear; what it is not is a finding.
WHAT IS ACTUALLY ESTABLISHED ABOUT FISH LEARNING.
SPATIAL MEMORY. Fish learn the layout of their environment and retain it — routes, refuges, feeding locations — over periods measured in weeks and months rather than seconds.
ASSOCIATIVE LEARNING. Fish readily learn to associate a cue with food or with danger, and the learning persists. This is the mechanism behind every fishery where a bait becomes progressively less effective as fish learn to associate it with being caught.
SOCIAL LEARNING. Fish acquire information from other fish — about food, about predators, about routes — which means an individual can behave as though it has experienced something it has not. In shoaling species this is well documented and it substantially amplifies the effect of any individual's experience.
RECOGNITION. Several species can distinguish individual conspecifics, and some can discriminate between individual humans in laboratory settings.
AND MOST DIRECTLY RELEVANT: FISH ADJUST TO FISHING PRESSURE. Work on reef fish has shown that the distance at which a fish flees an approaching human varies with local fishing pressure — fish in heavily fished areas flee sooner than fish of the same species in protected areas. That is a behavioural adjustment to a specific human activity, and it is measurable in the field rather than only in a tank.
WHAT FOLLOWS FOR SOMEBODY FISHING.
HEAVILY FISHED WATER CONTAINS EDUCATED FISH, and this is not an excuse. It is a description of a real, measurable difference between a pressured commercial fishery and a wild river, and it explains why presentations that work in one fail in the other.
A BAIT OR RIG THAT HAS BEEN USED HEAVILY LOSES EFFECTIVENESS, and the mechanism is learning rather than the fish becoming full or the bait going off.
RELEASED FISH ARE HARDER TO CATCH AGAIN, which is documented, and which has real consequences for how catch rates in a fishery should be interpreted.
AND THE HONEST LIMIT OF THE CLAIM. Learning and memory are not the same as understanding, and the evidence that fish learn does not establish anything about what they experience while doing it. That question is the pain question, it is separate, and it is genuinely unresolved.
