Cloud cover and light penetration

Cloud is an optical variable rather than a mood: it changes how much light reaches a given depth, how exposed a fish in shallow water feels, and therefore where in the water column it is willing to be.
THE PHYSICS IS STRAIGHTFORWARD AND THE ANGLING CONSEQUENCE FOLLOWS FROM IT. Cloud reduces the intensity of light reaching the water surface and diffuses what does arrive, so less light penetrates to a given depth and the light that does is scattered rather than directional.
WHAT THAT DOES TO FISH.
IT REDUCES EXPOSURE IN SHALLOW WATER. A fish in bright sunlight in clear shallow water is visible to birds from above and to predators from below, and it behaves accordingly — it moves deeper, into shade, or under cover. Reduce the light and the same water becomes usable. This is the main mechanism, and it is why overcast days are widely and correctly reported to produce fish in shallower and more open water.
IT EXTENDS THE LOW-LIGHT ADVANTAGE. If twilight is productive because of a predator's low-light advantage, then a heavily overcast day is a long, weak twilight. That is a reasonable extension of a sound mechanism, though it is a great deal weaker than actual twilight.
IT REMOVES THE DIRECTIONAL GLARE that helps prey detect an approaching shape from below, which is a smaller effect and points the same way.
WHAT BRIGHT SUN DOES THAT IS NOT SIMPLY THE OPPOSITE. Sun warms the surface layer, which in cold conditions can be actively helpful — a bright cold day can concentrate fish in warmed shallow water where an overcast one would not. Sun also creates hard shade lines under structure, and those become sharply defined holding spots that do not exist on a dull day. So 'overcast is better' is true on average in warm conditions and can be exactly wrong in cold ones.
WHAT IS OVERSTATED. The idea that cloud has a large effect independent of everything else. Cloud usually arrives with wind, pressure change and often rain, and attributing the day's fishing to the cloud specifically is the same attribution error that makes weather fronts hard to reason about. Cloud is also nearly irrelevant in heavily coloured water, where light penetration is already limited by suspended sediment, and much reduced at depth, where surface conditions matter less.
THE PRACTICAL USE. Treat cloud as a reason to fish shallower, more open and more marginal water than you would in bright sun, and treat bright sun as a reason to fish deeper, in shade, or in the warmed shallows if the water is cold. Both are adjustments to WHERE rather than to what you tie on.
What actually changes under cloud, and the three things it gets confused with
Cloud is one of the conditions anglers act on most confidently and describe least precisely, and separating what it does from what accompanies it is most of the value.
WHAT IT GENUINELY CHANGES IS LIGHT AT DEPTH, AND THE EFFECT IS LARGEST IN SHALLOW CLEAR WATER. Less light reaching the surface means less penetrating it, which reduces the depth at which a fish can see well and reduces the contrast between a prey item and the background. For a visual predator that is a real change: it shortens the distance at which prey is detected and, on balance, makes fish that were sitting deep or under cover in bright conditions willing to move and to hunt in open water.
WHICH IS WHY THE EFFECT IS SMALL IN COLOURED OR DEEP WATER. If the water is already turbid enough that light is attenuated within a metre, cloud changes very little — the fish was never operating on distant vision. Anglers who fish clear shallow water rate cloud highly and anglers who fish deep or stained water barely notice it, and both are correct about their own conditions.
THE THREE CONFUSIONS. Cloud usually arrives with WIND, which ripples the surface and reduces light penetration independently — and also moves food, which is a different mechanism with a larger effect. Cloud usually arrives with a FRONT, which is where the barometric folklore attaches itself. And cloud is most noticeable at DAWN AND DUSK, when the light is changing fastest anyway and when feeding activity is already elevated for reasons of its own.
SO THE PRACTICAL USE IS NARROW AND REAL. In clear shallow water, cloud extends the productive part of the day away from the light edges towards the middle of it, and it makes fish less reluctant to leave cover. A bright still day in clear water is the case where fishing dawn and dusk matters most; an overcast day is the case where the middle of the day is worth fishing at all.
AND IT INTERACTS WITH THE ANGLER MORE THAN PEOPLE ALLOW. Bright sun makes the angler more visible against the sky, casts a longer shadow onto the water, and flashes off a rod and a line. Some of what gets attributed to fish behaviour under cloud is the fish simply not being able to see the person.
WHAT IT DOES NOT DO IS JUSTIFY A COLOUR RULE. The idea that dark lures suit dull days and bright lures suit bright ones is stated far more confidently than the evidence supports, and `lure-colour-and-water` sets out why contrast against the actual background is the defensible way to think about it.
