Fishing licence and permission checklist: UK and Ireland

Do I need a fishing licence, and is that the same as permission? For England, Wales, Scotland, Northern Ireland and the Republic of Ireland: what each official page said when it was read, the separate permission question, the national rules worth looking up, and what nobody can tell you from here.

Before you use this

This checklist reports what each official page said when it was read on 23 October 2026. It is not legal advice and it cannot tell you that you may fish anywhere: licences, permits, seasons, limits and access change, and a water's owner or operator decides who fishes it. Check the linked pages, and the water's own rules, before you go.

Where, what and who

England

Licence

A licence is needed, as the official page puts it

A rod licence is needed to fish for salmon, trout, freshwater fish, smelt or eel in England, private waters included. (GOV.UK: Buy a rod fishing licence, read 23 October 2026)

Permission — a separate question

The rod licence is not permission to fish any water: fishing rights belong to a club, owner or navigation authority. If you do not know who controls the water, find out before fishing: a public footpath or bank is not permission to fish. (GOV.UK: Buy a rod fishing licence, read 23 October 2026)

Rules to look up

What nobody can tell you from here

  • Whether this water or structure is open, and whether its owner or operator allows fishing today.
  • Local byelaws and the water's own rules, which can be stricter than the national ones.
  • Who holds the fishing rights, if you have not already been told.

How this differs from a calculator

  • It reports, it does not decide. Each answer is what an official page said on the day it was read, with the page linked and the date printed, so you can see whether it has changed. It never says you may fish somewhere.
  • A licence and permission are two questions. In England and Wales the rod licence is needed and is never permission to fish a water; in Scotland there is no licence and permission is the whole question; in Northern Ireland you need both, from different bodies.
  • The exceptions are the point. The England and Wales licence covers the Border Esk region, Scottish parts included, and does not cover the River Tweed, even in England. Northern Ireland has two licensing areas with different age rules.
  • No fee, limit or penalty is given. Bass rules changed during 2026 and salmon gradings change every year; the checklist links where they are kept instead of copying them.

For which bodies to ask about anywhere else in the world, use the licence and authority finder.
