Why a fish has a slime coat

The mucus layer is a fish's skin, immune barrier and hydrodynamic surface at once, and it is removed by dry hands, dry surfaces and knotted nets — which is why handling advice is about the surface as much as the time.
THE SLIME LAYER IS NOT DIRT AND IT IS NOT INCIDENTAL. It is a secreted glycoprotein coating covering the whole body surface, continuously produced, and it is doing at least four jobs at once.
IT IS A PHYSICAL BARRIER. A fish lives immersed in water containing bacteria, fungi, parasites and, in fresh water, a constant osmotic gradient pulling water in through any exposed surface. The mucus is the boundary that manages all of that.
IT IS AN IMMUNE SURFACE. The mucus contains antibacterial and antifungal compounds, enzymes and immune proteins, and it is a first line of defence rather than a passive film. Fish with damaged mucus layers are demonstrably more susceptible to infection.
IT IS OSMOTIC PROTECTION. In fresh water it slows the passive movement of water into the fish through the skin; at sea it slows the loss.
IT REDUCES DRAG. A mucus-coated fish moves through water more efficiently than a bare one, which is not trivial for an animal whose escape depends on acceleration.
WHAT REMOVES IT.
DRY HANDS, which is the classic and the worst. Mucus adheres to dry skin and comes away with it, leaving a patch of exposed epidermis. This is why 'wet your hands' is the first rule of fish handling and not a nicety.
DRY SURFACES. A fish on dry grass, on a rock, on a boat deck or on a dry mat loses mucus over its whole contact area, which is far larger than a hand.
KNOTTED AND ABRASIVE NETS, which both remove mucus and damage the skin beneath and the fins. Knotless mesh exists specifically for this reason and is required on many fisheries.
GRIPPING AND SQUEEZING, which removes mucus and can damage internal organs at the same time.
AND THE PRACTICAL VERSION, which follows entirely from the above: wet everything the fish will touch before it touches it. Hands, mat, net, sling. Keep the fish over a wet surface rather than over ground. Use knotless mesh. Handle as little as possible and for as short a time as possible.
A FISH CAN REGENERATE ITS MUCUS, and that is worth saying, because the point is not that any contact is fatal. It costs the fish energy at exactly the moment it has an oxygen debt and a stress response to recover from, and it leaves it exposed to infection during the days that regeneration takes. The damage is real, cumulative with everything else, and almost entirely avoidable.
